| Downtown Harlingen, in deep South Texas, is a public improvement district established in the 1989 to foster economic growth and redevelopment in the historic city center. Since the 1980s, Downtown Harlingen has gone from abandoned to 87% occupancy. Today there are more than 160 businesses and organizations in Downtown Harlingen. This includes the city’s oldest, most established businesses, government and nonprofit agencies, young entrepreneurs, and national chains. Five times since 1989 the downtown property owners have voted in favor of an additional tax on themselves to help support the revitalization program. Downtown Harlngen is a Main Street program affiliated with the Texas Historical Commission and the National Trust for Historic Preservation. | |
